"The foundation of computing power lies in the development of digital economy. The Beijing-Tianjin-Hebei Region is the highland of China's digital economy development. In 2021, the scale of digital economy in Beijing-Tianjin-Hebei region exceeded 4 trillion Chinese yuan, accounting for 10% of China total. The Beijing-Tianjin-Hebei Region has a solid foundation for computing power development. As a growth pole of Chinas regional economy, the Beijing-Tianjin-Hebei Region should give full play to its advantages and make a difference in the joint construction of the national hub of an integrated computing power network." Recently, Lan Qingxin, professor of the Beijing Opening-up Research Institute at the University of International Business and Economics and vice president of the School of International Trade and Economics, said in an interview.

Strong foundation for the development of Beijing-Tianjin-Hebei computing power

Lan Qingxin said that the Beijing-Tianjin-Hebei region has a flat terrain, relatively stable geological structure and sufficient geographical space for the construction of computing power network. In particular, Hebei has sufficient land resources, energy resources and air cooling resources, which can become the key area for the construction and location of data centers in the Beijing-Tianjin-Hebei region.

Beijing's universities and scientific research institutions are dense, with a large number of talents in the digital economy, accessible international communication channels, and a solid foundation for science and technology services and high-end industries, which are conducive to better play to the advantages of science and technology, absorb domestic and foreign resources, and form the market conditions for the construction of computing networks on the supply side and the demand side. Both Tianjin and Hebei have important ports in the north, which have the advantage of opening up to the outside world and are conducive to expanding the application space of computing power.

At present, Beijing, Tianjin and Hebei have achieved remarkable results in the connection of digital industrial chain and resource sharing. China Mobile, China Telecom, China Unicom and other central enterprises have planned to build data centers in the Beijing-Tianjin-Hebei region, and have initially formed the core data hub of Beijing-Tianjin-Hebei integration. The Digital Economy Alliance for Beijing-Tianjin-Hebei Region has been established among Beijing,Tianjin and Hebei, which focuses on the integration of forces such as government, industry, education, research and application, to promote the formation of a mechanism of resource allocation and market linkage in respect of the computing power network in the Beijing-Tianjin-Hebei Region and the coordinated linkage with the construction of various computing power network hubs and data centers nationwide.

How can the Beijing-Tianjin-Hebei Region takes advantage of its computing power to create a new blue ocean? Lan Qingxin said that a unified leading mechanism for regional coordination and construction in the Beijing-Tianjin-Hebei region was established, and a national hub construction plan for the unified computing power network in the Beijing-Tianjin-Hebei region was issued. The Beijing-Tianjin-Hebei Region shall realize the coordinated development pattern of regional digital industry integration, digital service integration and digital governance integration and give full play to the synergy with the construction of computing power networks in other regions, avoid vicious competition for resources and markets, and lay the foundation for the coordinated development of digital China construction.

Innovation is the key to the construction of computing power network.
